Wison New Energies Advances FLNG Lease-and-Operate Model with Bumi Armada and FPSO Ventures

Wison New Energies, Bumi Armada and FPSO Ventures plan to combine FLNG engineering, asset ownership and long-term operating capabilities to develop lease-and-operate solutions.

Wison New Energies has signed a strategic cooperation agreement with Malaysia’s Bumi Armada and FPSO Ventures at Gastech 2026 to jointly advance lease-and-operate solutions for the floating LNG market.

The companies intend to combine capabilities spanning FLNG engineering and construction, asset ownership and long-term operations. Their aim is to offer offshore gas-field developers a more integrated and capital-efficient route to resource monetisation, shorten the path to first gas and improve the commercial viability of resources that have previously been difficult to develop.

Extending beyond engineering delivery

FLNG projects require significant capital and involve complex technical systems. In addition to engineering and construction, developers must address financing, asset management, start-up preparation and long-term operations and maintenance. Under a lease-and-operate model, a specialist platform may finance, own and operate the floating facility, while the resource holder secures liquefaction capacity through a long-term charter or service agreement. This can reduce the upfront capital burden associated with purchasing an FLNG unit outright.

The model does not remove the underlying resource, market or financing risks of a gas development, but it can redistribute the capital commitment and operating responsibilities associated with the FLNG asset. Its economic value will still depend on the charter term, tariff structure, capacity utilisation, gas supply and LNG offtake arrangements.

Complementary capabilities

Wison brings FLNG engineering, fabrication and EPCIC delivery capabilities. Bumi Armada has experience developing, owning and operating floating production assets, while FPSO Ventures specialises in pre-operations and operations and maintenance services for floating facilities. Together, the companies are seeking to address not only how an FLNG unit is built, but also how it is owned, operated and supported under a sustainable long-term commercial structure.

Wison and FPSO Ventures have worked together before. FPSO Ventures was appointed to provide operations and maintenance engineering services for a Wison-built FLNG unit for Congo and has also supported pre-operations work for Indonesia’s first FLNG project. That experience provides a practical basis for integrating operational requirements earlier in future project delivery.

Wison broadens its FLNG business model

For Wison, the lease-and-operate initiative extends its FLNG offering beyond engineering and construction towards project development and full-lifecycle services. Working with an established floating-asset operator and a specialist O&M company could give Wison access to projects whose resource owners want to monetise offshore gas without owning and operating the FLNG facility themselves, while also creating potential EPCIC opportunities.

The agreement remains a strategic cooperation framework. The parties have not announced an initial project or disclosed capacity, investment value, ownership structure or an implementation timetable. Any conversion into firm project work will depend on resource-holder demand, financing and long-term commercial arrangements.
