PROJECT PROFILE · DEEPWATER FPSO

Mero

A five-FPSO phased development of a major Santos Basin pre-salt field

Production and Technology Expansion

Project Overview

Mero is a major ultra-deepwater pre-salt field in Brazil’s Santos Basin, about 180 to 190 kilometres off the coast of Rio de Janeiro state in water depths of approximately 2,100 metres, with Petrobras as operator. Project interests are Petrobras 38.6%, Shell 19.3%, TotalEnergies 19.3%, CNODC Brasil 9.65% and CNOOC Petroleum Brasil 9.65%; PPSA represents the Brazilian federal government’s 3.5% interest in the adjacent non-contracted area.

The development began with the Pioneiro de Libra early production system and then progressed through Guanabara for Mero 1, Sepetiba for Mero 2, Marechal Duque de Caxias for Mero 3 and Alexandre de Gusmão for Mero 4. As of 19 August 2026, all five FPSOs were producing. When Mero 4 started production in May 2025, Petrobras reported installed oil-production capacity of 770,000 barrels per day.
